Martyn’s Law
The official name for Martyn's Law is Terrorism (Protection of Premises) Bill. It is named after Martyn Hett who died in the Manchester Arean bombing in 2017, and who’s mother, Figen Murray has been instrumental in campaigning for it.
The bill was introduced into the House of Commons in September 2024 and is not yet law. It may change as it goes through the Parliamentary process but this is what we know at this point:
Qualifying Public Premises: Must have over 200 people on the premises at the same time, from time to time.
Qualifying Public Event: It to be held at a premises which are not qualifying public premises. Thoses premises or parts thereof are accessible to the public, for the purpose of attending the event. A reasonable expectation that 800 or more people will be there at the same time, including staff. Admission will be controlled.
There are two levels: Public Protection Procedures (Standard Duty) and Public Protection Measures (Enhanced Duty).
Public Protection Procedures Standard Duty: These are qualifying premises with a reasonable expectation of having between 200 and 799 people present at the same time, from time to time.
These will be expected to have procedures in place including:
- Lockdown
- Invacuation
- Evacuation
- Communications
Public Protection Measures Enhanced Duty: These are qualifying premises with a reasonable expectation of having 800+ people present at the same time, from time to time.
- Enhanced Duty will have the same procedures as Standard duty, plus:
- Monitoring of the premises and immediate vicinity
- Access control in and out of the premises
- Physcal safety and security of the premises
- Security of information which may aid in the planning of an act of terrorism

One of the key aspects of securing and controlling public spaces, is communication. Not only in the event of an incident but also leading up to it.
The physical communications systems in place, and the lack of training in how to use them was one of the key takeaways from the Manchester Arena enquiry.
